This workshop is for heads of service and benefits managers. It will also be of interest to team leaders or other relevant staff.
This event is aimed at all of you who have a keen interest in :
- preparing for a subsidy audit
- assessing, managing and mitigating subsidy audit risks
- optimising revenue by improved Housing Benefit debt recovery and increased asset utilisation
It will be delivered for the IRRV by John Giblin in partnership with Anne Cairns from Audit Scotland. Anne will present on how best to prepare for and manage the annual HB Subsidy audit.
With DWP cutting the Housing Benefit administration grant year on year, and debt growing as a result of spiralling overpayments, there has never been a better time to look at how we might manage risks to our revenue streams and improve our cash-flow from better Housing Benefit debt collection and making better use of our assets.
The workshop will look at :
- Legitimate revenue maximisation
- The range of subsidy penalties and the risk they pose to revenue streams
- How to decide and take effective remedial action to manage the risk of subsidy penalties
- How to maximise recovery of overpaid benefit to optimise your cash flow and compensate for the associated loss of administrative grant
- How to harness, develop and exploit the invaluable knowledge of your people and systems.
Many of you will have attended John’s workshops before. Over the last 12 years he has delivered more than 100 workshops for IRRV and more than 95% of the delegates have rated them as very good or excellent.
There will be some facilitated discussion around a case-study highlighting how one particular council massively improved its performance in this area.
We will also discuss how invest to maximise overpayment recovery, particularly around the opportunities presented by the Employer Trace data sharing arrangements with HMRC.
Finally, there will be discussion around getting the most from the explicit and tacit knowledge within your systems and people.
We will conclude with a discussion on how and when the learning from the day can be introduced back at the office.
The day will begin with coffee and registration from 9.30am and will conclude around 3.30pm to 3.45pm.

The seminar represents excellent value for money, with seminar fees starting at only £145 + VAT. This includes lunch, refreshments, and training materials.
As places are limited, early booking is recommended. The IRRV regrets that, under normal circumstances, delegate fees cannot be refunded. However, delegate substitutions may be made at no cost at any time prior to the Seminar, subject to these being notified to the Institute.
